ChatGPT Ads: How They Work, What They Don't Touch, and Whether a Small Site Should Care
ChatGPT ads are paid placements shown below ChatGPT's answers to users on the Free and Go plans, bought through OpenAI's Ads Manager or its partners. According to OpenAI, they run on separate systems and do not influence what ChatGPT says, so for a small website they are a paid traffic channel to evaluate on its own, not a shortcut into organic answers. Everything below is based on OpenAI's official pages as of October 23, 2026.

What's officially known as of October 2026
OpenAI's help center article Ads in ChatGPT is the primary source. The key facts:
- Start date. Ad testing started in the United States on February 9, 2026, and is rolling out to more regions.
- Who sees ads. Users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts do not get ads. OpenAI says it does not show ads to accounts identified as belonging to people under 18, and Temporary Chats show no ads.
- Where they appear. Below a ChatGPT response, as one ad unit that may contain one or several images. OpenAI is also testing a multi-image ad format shown while ChatGPT generates an image.
- Sensitive topics. Ads are not eligible to appear near topics such as personal health, mental health or politics, and OpenAI says it currently does not allow political advertising.
- Reach. On October 21, 2026, OpenAI said ChatGPT Ads are available in 89 countries and that more than 100,000 advertisers have run campaigns since launch (OpenAI announcement).
Do ads influence ChatGPT's answers?
OpenAI's answer is a flat no. The help article says ads "run on separate systems from our chat model" and that advertisers "have no ability to shape, rank, or alter ChatGPT's responses." Ads are labeled, and OpenAI adds that seeing an ad does not mean it endorses the advertiser. By default ChatGPT cannot even see which ad is shown to you; a user has to share it with the "Ask ChatGPT" option.
That is OpenAI's stated policy; there is no independent audit of it that we could find. But it is the basis on which advertisers buy, and it has a clear consequence for site owners: buying ads does not get your site cited in answers, and not buying them does not keep you out. Organic citations still depend on the things covered in how to get cited by ChatGPT.
How ChatGPT decides which ad to show
According to the same help article, the ads system picks ads by expected relevance and outcomes, using signals such as:
- the context and intent of the current conversation;
- the ad's landing page, title, copy and the advertiser's targeting and context hints;
- when the user has ad personalization on, select signals from their wider ChatGPT use, including past chats and memory if enabled.
When several ads are eligible, OpenAI says it considers "a combination of factors, including relevance and advertiser bids." So it is an auction weighted by relevance, the model most ad platforms use.
On privacy, OpenAI says advertisers do not get users' chats, memories or personal details, only aggregated performance data such as views and clicks. Users can turn off personalization, clear ad data, or switch to an ad-free Free experience with lower usage limits.
How businesses buy ChatGPT ads
OpenAI's May 5, 2026 post New ways to buy ChatGPT ads describes the current buying options:
| Option | How it works | Who it suits |
|---|---|---|
| Self-serve Ads Manager (beta) | Sign up at ads.openai.com, add billing, set budgets, bids and pacing, upload ads, track results | Small and mid-size businesses |
| Agency and technology partners | OpenAI names agency groups such as Dentsu, Omnicom, Publicis and WPP and tech partners such as Adobe, Criteo and StackAdapt | Brands already working with those partners |
| OpenAI Ads team | Sales support for larger advertisers | Big budgets, complex needs |
Pricing models: ads started on a CPM (cost per thousand impressions) basis, and OpenAI added CPC (cost per click) bidding in May 2026, keeping both. It also launched a Conversions API and pixel-based measurement for tracking purchases, leads or sign-ups after a click.
Eligibility details from OpenAI's Ads Manager availability page: to use self-serve, the legal entity that advertises and is billed must be based in a listed country. The account setup guide adds that country, currency and time zone cannot be changed after the account is created, that ads go live only after review, and that billing needs a credit card.
Not documented: we found no official minimum budget, no published average CPC or CPM, and no list of benchmark click-through rates. Treat any figure you see for those as a third-party estimate and check its source.
ChatGPT ads vs organic citations
| ChatGPT ad | Organic citation | |
|---|---|---|
| Where it appears | Below the answer, labeled as an ad | Inside the answer and in the Sources list |
| Who sees it | Free and Go users in supported regions, not near sensitive topics | Any user whose question triggers a web search, on any plan |
| Cost | CPM or CPC bids | Your time: content, crawler access, mentions |
| Control | You pick copy, landing page, budget and targeting | No control over wording or selection; "placement is not guaranteed" |
| Speed | After ad review and billing setup | Slow and uncertain |
| Measurement | Ads Manager reports, pixel, Conversions API | Your analytics and server logs only |
The "placement is not guaranteed" quote comes from OpenAI's help article on searching the web with ChatGPT.
Should a small site care? A quick decision guide
| You are… | Verdict |
|---|---|
| A blog or content site earning from ads or affiliates | Skip buying. Paying per click to send visitors to content that earns fractions of a cent per view rarely works. Focus on being cited. |
| A business with a clear product, price and a conversion you can track | Worth a small, capped test if your entity is in a supported country, with the pixel installed and a hard daily budget. |
| A local service business | Possible test, but check first that your business listings and reviews are in order; that also feeds organic answers. |
| In health, finance or another regulated area | Read OpenAI's ad policies first: OpenAI says such advertisers must meet strict eligibility criteria, and ads never appear next to sensitive personal conversations. |
| Based in a country not on the self-serve list | You can create an account and wait for a notification; you can't advertise yet through self-serve. |
One thing a site owner cannot do: earn money when ChatGPT cites them. We found no OpenAI documentation of any program that shares ad revenue with cited websites.
If you test ChatGPT ads: a short checklist
- Check your country on the Ads Manager availability list before signing up; the account country cannot be changed later.
- Set a hard total budget and a daily cap before the first ad passes review, because spend can start as soon as the ad is approved.
- Prefer CPC while you learn, so you pay only for visits.
- Install the pixel or Conversions API and define one conversion that matters.
- Send traffic to a page that answers the question the conversation was about, not your homepage.
- Tag ad clicks separately from organic chatgpt.com referrals in analytics, so you don't mix paid and organic results. Our GA4 guide for AI traffic shows how to set up the channel.
- Judge it after a fixed period by cost per conversion, not by clicks.
What to do without an ad budget
Most small sites will be better served by the free side of ChatGPT:
- Make sure OAI-SearchBot can crawl you and your CDN does not block OpenAI's IPs. Test it with our AI crawler checker, then follow how to get indexed by ChatGPT.
- Write pages that are easy to cite: one clear question per page, specific facts with sources, comparison tables.
- Earn mentions on sites ChatGPT already trusts: reviews, communities, industry roundups. The broader playbook is in our generative engine optimization guide.

FAQ
Are there ads in ChatGPT?
Yes. OpenAI started testing ads in the United States on February 9, 2026, and said in October 2026 that ChatGPT Ads are available in 89 countries. Ads appear for Free and Go users only.
Do ads influence ChatGPT's answers?
According to OpenAI, no. Ads run on separate systems from the chat model, are clearly labeled, and advertisers cannot shape, rank or alter ChatGPT's responses.
How do ads show up in ChatGPT?
As one labeled ad unit below a ChatGPT response, chosen by relevance to the conversation and advertiser bids. OpenAI is also testing a multi-image ad shown during image generation.
How much do ChatGPT ads cost?
OpenAI supports CPM and CPC bidding but does not publish a minimum budget or average prices. Advertisers set their own budgets, bids and pacing in Ads Manager.
Who can buy ChatGPT ads?
Businesses whose billed legal entity is based in a country on OpenAI's Ads Manager availability list can use self-serve; others can go through OpenAI's partners or sales team where available.
Can I pay to be cited in ChatGPT answers?
No. Ads are separate from answers, and OpenAI says placement in search results is not guaranteed. Organic citations depend on crawler access, useful content and outside mentions.
